There were new regulations adopted for the season, most notably ones allowing substitution during play (this had only been allowed during stoppages before) and increasing the maximum number of players per team to 15.

Steagul Rosu Brasov advanced to the national championship, as the only team in the region. Many of Tractorul Brasov's players had moved over to Steagul Rosu, and the former side was no longer active.
