The 1988-89 Pervaya Liga season was the 39th season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 20 teams participated in the league, and Torpedo Ust-Kamenogorsk was promoted to the Soviet Championship League along with SK Uritskogo Kazan.
