The 1990-91 Pervaya Liga season was the 41st season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 20 teams participated in the league, and HK Lada Togliatti was promoted to the Soviet Championship League along with HK Avangard Omsk.
