The 1973-74 Pervaya Liga season was the 24th season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 13 teams participated in the league, and Kristall Saratov won the championship and was promoted to the Soviet Championship League. Avtomobilist Sverdlovsk qualified for the Promotion-Relegation round.
