The 1979-80 Pervaya Liga season was the 30th season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 16 teams participated in the league, and Dynamo Minsk won the championship and was promoted to the Soviet Championship League. Salavat Yulaev Ufa and Kristall Saratov qualified for the Promotion-Relegation round.
