The 1977-78 Pervaya Liga season was the 28th season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 14 teams participated in the league, and Salavat Yulaev Ufa won the championship and was promoted to the Soviet Championship League along with Sokol Kiev. Sibir Novosibirsk qualified for the Promotion-Relegation round.
