The Development Cup is an international ice hockey competition involving national teams who are members of the International Ice Hockey Federation (IIHF), but currently not active in the IIHF World Championships.

The introduction of the competition was decided in May 2016 at the IIHF Congress in the Russian capital Moscow.[1] The inaugural competition took place from 29 September to 1 October 2017 at the Ice Palace (Palau de Gel) in Canillo, Andorra.[2]

The 2017 Development Cup was the inaugural international ice hockey competition take place from 29 September to 1 October 2017 at the Ice Palace (Palau de Gel) in Canillo, Andorra.[2] In this competition, Andorra made its debut as the host nation.[1] For Portugal, it was their first game against other national teams. Ireland was the only participant to be represented at the World Championship tournaments. Morocco was the only African-based team has so far been in the Arab Cup.

The four participants played in the preliminary round. After that, the teams meet for the first two places in the final and the teams meet for the last two places in the third place game. In contrast to the standard playing time of three periods of 20 minutes each, the game section takes 15 minutes each.[3]

Morocco won the inaugural Developement Cup, winning all four games after defeating Ireland in the final. Portugal finished third place after defeating the host nation Andorra.[4]
