This was the 1927-28 season in Soviet bandy:
Leningrad Championship
The Leningrad Championship was played for the sixth consecutive season. 36 teams were divided into six groups of six teams apiece. Instead of district teams, as had been used for several years, departmental clubs were assembled.

The competition was played from December 18 to March 11.

In the Club Competition standings, the first place position was taken by Stadium.
- Promotion/Relegation
A club named Lenin and Zheldor finished tied with four points apiece. According to the regulations, Zheldor retained their position in the first group as they had been apart of it during the season.
Moscow Championship
The Moscow Championship was contested for the sixth time in 1928. 31 teams were divided into five groups of play. The first group competition was staged from December 19 to March 4. A women's championship was also held and was won by Trekhgorka.

A rather unusual points system was used - 24 points for a victory, 16 points for a draw, and 8 points for a loss.

RSFSR Championship
First Category
The first category of the RSFSR Championship was played in Moscow on February 5. Only two teams participated, Leningrad and Moscow.

Leningrad won the match, but Moscow protested the outcome as the referee declared full time four minutes early. The organizers recognized the error of the official, but the result of the game was approved, as the MGSFC (Moscow) "proceeding from sports reasons, withdrew their protest". Leningrad earned the right to participate in the USSR Championship, while Moscow was to meet the winner of the second category of the RSFSR Championship.

USSR Championship
The USSR Championship was played for the first time in 1928. Leningrad (representing the RSFSR) advanced directly to the finals. Ukraine-Belarus was set as the semifinal match, but the latter team withdrew, leaving Leningrad and Ukraine to play in the final in Moscow on February 6.
