Krasnaya Roza and Stalinets finished atop the club standings in the second group. They replaced Krylya Sovetov and Metallurg in Group 1 for 1941.

44 teams competed in the tournament, which was played from December 18 to January 30. The competition, up until the semifinals, also counted for the Soviet Cup, composing Zone 28 of the competition. The teams that advanced to the semifinals of the Moscow Cup earned the right to compete in the 1/16 finals of the Soviet Cup.
