The top team from Zones 1-3 and the top two teams from Zones 2-4 of the first round qualified for the promotion/relegation round to the Pervaya Liga. The top team from the 11th-20th place round qualified for the promotion qualifier to the Pervaya Liga. The 7th and 8th place teams from Group 1 of the Qualification round were sent to the Relegation round while the 9th place team was relegated directly. The 6th-8th placed teams from Group 2 were also placed in this round. The bottom team in the Relegation round was relegated.
