Bad Tolz and Timmendorfer Strand were set to be promoted directly to the 2nd Bundesliga, while it was intended for the third-place finisher Wedemark to play in a qualification series, which never materialized due to club bankruptcies within the 2. BL.
This changed with the creation of the Deutsche Eishockey Liga and the creation of a two-grouped second league. No teams were promoted.
