IIHF Congress
According to the IIHF Guide & Record Book 2025:
- GENERAL CONGRESS
The General Congress is the IIHF’s highest legislative body and makes decisions about the rules of the game, the statutes, and bylaws. The General Congress, which is made up of representatives from all IIHF member associations, elects the president and the council. With some exceptions, the General Congress is held every fourth year. The General Congress was held for the first time in 1975. Prior to that, the federation elected the president and the council at the Annual Congress that usually was held in conjunction with the IIHF Men’s World Championship. Notice of all regular Congresses will be given by the IIHF office not later than two months before such Congress together with the agenda. Relevant documents will be sent out at least one month before the Congress.
- ANNUAL CONGRESS
The Annual Congress meets every year during the IIHF Men’s World Championship or where applicable at the time of the General Congress. It is organized by the IIHF office in co-operation with the hosting member national association. Notice of all regular Congresses will be given by the IIHF office not later than two months before such Congress together with the agenda. Relevant documents will be sent out at least one month before the Congress.
- SEMI-ANNUAL CONGRESS
The Semi-Annual Congress meets every year in the autumn. It is organized by the IIHF office in co-operation with the hosting member national association of the upcoming Men’s World Championship. Notice of all regular Congresses will be given by the IIHF office not later than two months before such Congress together with the agenda. Relevant documents will be sent out at least one month before the Congress.
- EXTRAORDINARY CONGRESS
The Extraordinary Congress meets within three months following the request for such meetings. An Extraordinary Congress will be called only upon request of one third of the member national associations in good standing, or by Council. The items on the agenda are limited to those specified at the time the Extraordinary Congress is requested.

History
According to the IIHF Guide & Record Book 2025:
"The change in usage from LIHG to IIHF was gradual and not precipitated by one particular decision at any one meeting. LIHG was used at the time of the organization’s founding on May 15, 1908, because the founder, Louis Magnus, was French, and in the ensuing years many of the presidents and top officials from Belgium and Switzerland also spoke French.
The LIHG formally adopted “International Ice Hockey Federation” as the English translation of LIHG on September 1, 1946. Still, it was many years before that abbreviation took hold.
The last time the LIHG logo appeared on the cover of the organization’s minutes books occurred at the 1954 Annual Congress in Stresa, Austria. This also marks the last time the title page was in French only. At the next Congress, the 39th edition in Dusseldorf, West Germany, the title page was in French and English and the LIHG logo was absent. In 1963, the cover for the Congress minutes was in English only.
The last time the contents of the Congress minutes were bilingual was at the 7th Bi-Annual Congress in Ljubljana, Yugoslavia, in March 1966. At the next Congress, the 50th Annual Congress, the text was in English only and there was no reference at all to LIHG.
Later, the Congress minutes became bilingual again, but the second language to complement English was now German. This is currently how the minutes are kept and the IIHF’s history recorded."
