In the first group of the regional championship there were 11 teams, divided into two zones. Initially, they were supposed to determine the final "eight", but the early spring forced the organizers of the tournament to change its format. It was decided to hold the so-called play-off matches of the teams that took the same positions in the zones. As a result of these matches, places from 3rd to 11th were distributed as follows: 3. Chaika (Gorky), 4. Krasnaya Etna (Gorky). 5. Motor (Zavolzhye). 6. Metallurg (Vyksa). 7. Stroitel (Perevoz). 8. Ikar (Arzamas). 9. Vodnik (Bor). 10. Temp (Pervomaysk). 11. Metallist (Vacha).

The regional champion was supposed to be determined by matches between the Gorky teams "Iskra" and "Polet." Due to the thaw, the matches were postponed several times and were never played. The regional hockey federation considered this issue at a meeting. It was decided that two additional matches for the regional championship between the teams woukd be held in early December before the start of the new season.
