The 1963-64 Gruppenliga season was the third season of the Gruppenliga, the third level of ice hockey in Germany. 14 teams participated in the league, and MEV 1883 München won the championship.

Bremer ERG withdrew. BFC Preussen, who had just been relegated from the Northern Group, was designated as Berlin champions, and thus was able to compete.
