He was a member of the Swedish National Team at the 1923 European Championship, winning a gold medal. Tegner, whose role on the team was mainly as a financier, played a few minutes of the final game against Belgium.

He was a journalist who served as the editor of the Idrottsbladet and was the son of composer Alice Tegnér.

Tegner was also an experienced bandy player (becoming national champions with AIK in 1909 and 1914) and is a member of the Swedish Bandy Hall of Fame.
