The 1960-61 Polish 3. Liga season was divided into multiple regional groups, with the top teams advancing to the final round.

Silesian Group

  9. LZS Jastrzębianka Jastrzębie - relegated
A Klasa

  7. Górnik Ib Murcki
  8. Stal Ib Katowice

Rzeszow Group

Seven teams entered the competition this year: Czuwaj Przemyśl, Gornik Gorlice, JKS Jarosław, Legia Krosno, Resovia, Stal Rzeszów, Stal Sanok (formerly Sanoczanka). The games began on January 25, but the weather prevented further play after several matches had been completed. Stal Sanok was atop the table at the time and advanced to the promotion round to the 2. Liga.
