The 1999 Latvian Cup was won by Metallurg Liepaja, who defeated HK Nik's Brih Riga in the final.
Teams from the Latvian Hockey League, as well as several from the second-level Pirma Liga participated in the tournament. Metallurg Liepaja had played in the Eastern European Hockey League during the regular season.
