The 1960-61 East German 2. Liga was the sixth season of the 2. Liga as the third-level competition in East Germany.

1. Liga Promotion

SG Dynamo Klingenthal HSG Chemie Halle TH 5:6
(Group 1) (Group 2)

HSG Chemie Hall TH qualified for the 1961-62 1. Liga season, but folded in the off-season. Thus SG Dynamo Klingenthal was promoted in their place.

Relegation

BSG Wismut Annaberg BSG Stahl Ilsenburg 7:1
(Last Group 1) (Last Group 2)

Due to team movements, Ilsenburg managed to remain in the 2. Liga for 1961-62.
