The Victoria City League was started in 1911-12 after the Patrick Brothers built an artificial ice arena in Victoria, British Columbia. Partly because of mild weather and also due to a small population, the league never did very well. It also had to compete against professionals in the Pacific Coast Hockey Association and the Western Canada Hockey League.
At various times it had senior, intermediate, and junior teams playing in the league.
