Eight teams, divided into two groups, were slated to participate: Group I: Czuwaj Przemyśl, JKS Jarosław, Stal Rzeszów, Stal Stalowa Wola, Group II: Legia Krosno, Resovia, Sanoczanka Sanok, Stal Przysieki, from which the first two teams in each group would advance to the finals. In January, Stal Stalowa Wola withdrew.
Czuwaj Przemysl, JKS Jaroslaw, Resovia, and Sanoczanka Sanok qualified for the final round, which was scheduled to take place in Przemysl from February 12-14, 1960. Due to unfavorable weather conditions, the tournament was not played, and Sanoczanka Sanok was chosen to represent the district in the promotion round to the 2. Liga.

Silesian Group

  1. Gwardia Katowice - advanced to final round
  2. Lechia 06 Mysłowice - advanced to final round

  6. Stal Sosnowiec

Pomeranian Group

Rzeszow Group

Eight teams, divided into two groups, were slated to participate: Group I: Czuwaj Przemyśl, JKS Jarosław, Stal Rzeszów, Stal Stalowa Wola, Group II: Legia Krosno, Resovia, Sanoczanka Sanok, Stal Przysieki, from which the first two teams in each group would advance to the finals. Lotnik Warszawa won and advanced to final.

Southern semifinals

Played in Katowice from March 4-6, 1960.

National final

1. Wlokniarz Zgierz (was promoted to Polish 2. Liga), 2/3. Gwardia Katowice, 2/3. Lotnik Warszawa, 4. Gryf Torun.
